Elmer Foster

Private Investigation

Dedicated to serving with integrity.

Elmer Foster is the Owner and Head Investigator of Foster Protection and Investigative Services Inc.
Elmer Foster was born and raised here in South Florida. He studied Criminology at Florida State University and then worked as a “Probation and Parole Officer” with Florida’s Department of Corrections. Assigned to supervise over 100 Probation/Parolees, he committed to working days, nights, and weekends to better serve his clients. He believed that showing his dedication to help them would encourage them to help themselves. He later joined the US Department of Justice, Bureau of Alcohol, Tobacco, and Firearms (ATF) as a “Special Agent” Criminal Investigator in Miami. During his tenure, he was instrumental in initiating the Bureau’s “Project Safe Neighborhoods” program in the US Virgin Islands. Later, as an ATF First Line Supervisor, he directed a task force aimed at reducing violent crime in Miami’s inner-city neighborhoods. He is currently working as a Private Investigator. He remains committed to serving others with integrity and respect.
Elmer Foster is the President of the Royal Blue Services Corporation of South Florida, a 501(c) organization committed to helping young males of color become men through mentoring and positive role modeling. The organization also provides scholarships to assist young men with college tuition. He is an active member of the Phi Beta Sigma Fraternity, whose motto is “Culture for Service, Service for Humanity”. Through the fraternity’s “I Am My Brother’s Keeper” initiative, he continues to serve the people living in the communities he protected as an ATF Agent. He is also a member in good standing of the National Organization of Black Law Enforcement Executives, an organization committed to fostering better relationships between communities of color and law enforcement and improving the lives of members of those communities.
